Many impressions and no clicks at all
What this means
The page was shown at least 200 times in the reporting window and was not clicked once. At that volume sample size no longer explains the result: searchers are seeing the listing and choosing something else, either because the title and description do not answer the query they arrived with, or because the page ranks for queries it was never about. The check runs only on pages that returned 200 and are not noindexed, and it takes precedence over the low click-through check, which is suppressed whenever this one fires.
How to fix it
Filter the Performance report to this page and read the queries it appears for. Where they match the page's purpose, rewrite the title and meta description to answer them directly. Where they do not, the page is ranking on the wrong intent, which is a content problem rather than a snippet one.
Fix effort
This check needs review: the change can be drafted for you, but a person has to approve the wording or choose the target before it ships.
