What this means

The check fires only where Search Console has a row for the URL — a page with no row is treated as unknown, never as a page with no traffic.
How to fix it
Confirm the noindex is intentional before changing anything else. Where it is not — a staging config promoted to production, a CMS toggle, a CDN rule — remove it and request indexing in the URL Inspection tool. Where the page genuinely should leave the index, redirect it to the page that ought to inherit those impressions.
