Internal links point at noindexed pages
What this means
Links on this page target URLs that have opted out of the index. The links still work for users, but the equity they carry is spent on destinations that can never rank. Informational rather than a defect: linking to a login screen or a filtered listing is entirely normal — worth a look only when the targets are pages you expected to be indexable.
How to fix it
Confirm each target is meant to be noindexed. Where it is not, remove the noindex so the page can earn its traffic; where it is, consider whether the link belongs in prominent navigation at all.
Fix effort
This check needs review: the change can be drafted for you, but a person has to approve the wording or choose the target before it ships.
