What this means
The sitemap asks Google to index this URL while the page itself asks Google not to. Google resolves the contradiction by honouring the noindex, so the sitemap entry is at best wasted and at worst a signal that the file is unmaintained.

Decide which is correct. If the page should rank, remove the noindex; if it should not, drop it from the sitemap.
