Several of your own pages compete for one query
What this means
Search Console reports two or more crawled URLs ranking for the same query, so links and engagement that would accumulate on one page are split between them. Only query rows that name a page can prove this, and only URLs the crawl actually reached count, so a competitor's URL or a page outside the crawl scope never produces a finding. Each URL also needs at least 10 impressions on that query before it counts as a contender. The finding binds to the weakest contender by clicks, because that is the URL whose fate is in question.
How to fix it
Pick the URL that should own the query — usually the one already winning it — and make the others defer. Merge any unique content into the winner, then either 301-redirect the weaker URL or point its rel=canonical at the winner, and repoint the internal links and anchor text that currently split between them.
